Proposed measures to address risks posed by the use of sign-on incentives during mass recruitment and migration of financial advisory (FA) representatives. The measures include setting reasonable sales targets with a cap for the first year and pegging the sign-on incentives to the persistency of policies serviced by the representative at his previous FA firm.
