Mr Ravi Menon

Managing Director

Mr Ravi Menon was appointed Managing Director of the Monetary Authority of Singapore (MAS) in 2011. He was previously Permanent Secretary at the Ministry of Trade & Industry (MTI) and Deputy Secretary at the Ministry of Finance (MOF).
Mr Menon began his career at MAS in 1987. During his 16 years in MAS, he was involved in monetary policy; econometric forecasting; organisational development; banking regulation and liberalisation; and integrated supervision of complex financial institutions. Mr Menon spent a year at the Bank for International Settlements in Basel, as a member of the secretariat to the Financial Stability Forum. A recipient of the Singapore Government's Meritorious Service Medal and Public Administration (Gold) Medal, Mr Menon has served on a variety of boards in the public, private, and people sectors in Singapore. On the international front, Mr Menon is a member of the Financial Stability Board (FSB) Steering Committee. Mr Menon holds a Master's in Public Administration from Harvard University and a Bachelor of Social Science (Honours) in Economics from the National University of Singapore.

Mr Ong Chong Tee

Deputy Managing Director (Financial Supervision)

Mr Ong Chong Tee is the Deputy Managing Director in charge of Financial Supervision at the MAS. He oversees the regulation and supervision of all banking, insurance and capital markets entities licensed in Singapore.
Mr Ong joined MAS in 1986 after graduating from National University of Singapore with an Honours Degree in Chemical Engineering in 1985.  He was awarded the Public Administration (Gold) Medal in August 2007.

Ms Jacqueline Loh

Deputy Managing Director (Monetary Policy & Investment / Development & International / Fintech & Innovation)

Ms Jacqueline Loh is the Deputy Managing Director overseeing the central banking functions of Monetary Policy and Markets & Investments. Ms Loh also oversees the Development & International Group, as well as the Fintech & Innovation Group in MAS.
Ms Loh joined the MAS in 1987. During her career in MAS, Ms Loh has also had experience in other functions, including heading the Reserve and Monetary Management and Finance departments. Between 1990 and 1994, she worked in MAS’ New York Office. Ms Loh graduated with a Master of Business Administration from the University of Washington in 1986.

Dr Andrew Khoo

Deputy Managing Director (Corporate Development)

Dr Andrew Khoo is the Deputy Managing Director of the Corporate Development Group. He oversees the Corporate, Human Resources, and IT Services Group, as well as the Finance, Risk and Currency Group.
Dr Khoo is a member of the board of the Competition Commission of Singapore and the Advisory Board of the School of Accountancy at the Singapore Management University. He started his career at the National University of Singapore (1992-1997). Between 2000-2003, he worked at the Bank for International Settlements. 

Mr Benny Chey

Assistant Managing Director (Development and International)

Mr Benny Chey is the Assistant Managing Director of the Development and International Group. The group is responsible for developing Singapore’s financial centre and MAS’ policies on international and regional financial cooperation. Prior to this appointment, Mr Chey headed the Reserve Management Department, which oversees the management of Singapore’s official foreign reserves. He had also served as head of MAS’ Financial Markets Strategy Department and Payments FinTech Office. 
Mr Chey started his career in financial markets as an Asian equity analyst. He joined MAS in 2001 and served as a portfolio manager, including for three years at MAS’ New York Office. Mr Chey graduated from the National University of Singapore in 1999 with first class honours in economics. He is married with two children.

Mr Chia Der Jiun

Assistant Managing Director (Corporate, HR and IT Services)

Mr Chia Der Jiun is Assistant Managing Director for Corporate Services, Human Resource, and IT Services. Prior to this appointment, Mr Chia served as Assistant Managing Director for Markets and Investment, and headed the Banking, Macroeconomic Surveillance and Prudential Policy departments.
From May 2011 to April 2013, he served as Southeast Asia’s Executive Director on the International Monetary Fund Executive Board. 

Ms Ho Hern Shin

Assistant Managing Director (Banking & Insurance)

Ms Ho Hern Shin is the Assistant Managing Director of the Banking & Insurance Group, overseeing Banking Departments I, II and III, Insurance Department and the Anti-Money Laundering (AML) Department. 

The Banking and Insurance Departments are responsible for the licensing and supervision of all banks, merchant banks, insurance and finance companies in Singapore. The AML Department is responsible for formulating policies to combat money laundering and other illicit financing, and supervising financial institutions with respect to their AML systems and controls. 

Prior to this, Ms Ho was Executive Director and Head of the Insurance Department, which supervises and regulates insurance companies in Singapore and oversees policy formulation for the insurance sector. She concurrently oversaw the Technology Risk and Payments Supervision Department, which is responsible for formulating cybersecurity strategy and policies for the financial sector, as well as supervising financial institutions’ technology risk management and the safety and efficiency of payment systems in Singapore. Earlier in her MAS career, Ms Ho also headed the Specialist Risk Department and Human Resource Department. She was for several years also responsible for developing capital policies for financial institutions in Singapore.

Ms Ho holds a BSc degree in Monetary Economics from the London School of Economics in the UK.


Mr Lee Boon Ngiap

Assistant Managing Director (Capital Markets)

Mr Lee Boon Ngiap is Assistant Managing Director of the Capital Markets Group, overseeing the regulation and supervision of capital markets. The group is responsible for the licensing and supervision of exchanges, clearing houses and capital markets intermediaries. 
Mr Lee also oversees the Enforcement Department, which is responsible for enforcement actions arising from regulatory breaches of MAS' banking, insurance and capital markets regulations. Prior to his appointment, Mr Lee headed the Banking and Insurance group, which supervises banks and insurance companies in Singapore.

Mr Leong began his MAS career with the Reserves Management Department in 1993 and served as Staff Assistant to the Managing Director from 1997-1998. In 1999, he joined the Monetary Management Division and was responsible for the implementation of MAS’ monetary policy and money market operations. Thereafter, Mr Leong was appointed Chief Representative of MAS’ London Representative Office from 2002-2004. Mr Leong is a recipient of the Public Administration Medal (Silver). He holds a B.Sc Economics (Monetary Economics) from the London School of Economics, and is married with two children.

Mr Leong Sing Chiong

Assistant Managing Director (Markets and Investment)

Mr Leong Sing Chiong is Assistant Managing Director of the Markets and Investment Group. He oversees the Monetary & Domestic Markets Management Department and the Reserves Management Department. 
Prior to this appointment, Mr Leong was the Assistant Managing Director overseeing the Development and International Group. Mr Leong also served as Executive Director of the Financial Centre Development Department (2010-2013), and spent six years with the International Department (2004-2010).

Mr Leong began his MAS career with the Reserves Management Department in 1993 and served as Staff Assistant to the Managing Director from 1997-1998. In 1999, he joined the Monetary Management Division and was responsible for the implementation of MAS’ monetary policy and money market operations. Thereafter, Mr Leong was appointed Chief Representative of MAS’ London Representative Office from 2002-2004. Mr Leong is a recipient of the Public Administration Medal (Silver). He holds a B.Sc Economics (Monetary Economics) from the London School of Economics, and is married with two children.

Ms Loo Siew Yee

Assistant Managing Director (Policy, Risk & Surveillance)

Ms Loo Siew Yee is the Assistant Managing Director of the Policy, Risk and Surveillance Group, overseeing prudential policy, macro-surveillance and specialist risk supervision. Prior to this appointment, Ms Loo was Executive Director and Head of Banking Department I, which oversees Singapore’s three domestic banking groups and several foreign banks.

Ms Loo has served in different functions in MAS, including heading the Insurance Department and Capital Markets Department. She was also the Director of Corporate Finance, Secretary to the Securities Industry Council, Director of Strategic Development, Lead Policy Analyst and Assistant General Counsel. Concurrent with Ms Loo’s appointment as Director of Strategic Development, she was the Chief Executive Officer of the Institute of Banking and Finance from 2006 to 2008. 

Ms Loo holds an LLB Hons (2nd Upper) from the National University of Singapore and an MBA from the University of Manchester, UK.


Mr Edward Robinson

Assistant Managing Director (Economic Policy) / Chief Economist

Mr Edward Surendran Robinson is the Assistant Managing Director of the Economic Policy Group, which is responsible for the formulation of Singapore's monetary policy.
He has been with the MAS since 1992 and has been involved in macroeconometric modeling and is responsible for heading a team engaged in the continuing developmental work for the suite of MAS models, which are used for policy analysis. He has also been involved in other areas of economic policy work including in various inter-agency work groups which looked at the structural challenges facing the Singapore economy. He served on the Board of the Singapore Competition Commission between 2005 and 2007. He studied economics and applied econometrics at Monash University and the University of Melbourne.

Mr Bernard Wee

Assistant Managing Director (Finance, Risk and Currency)

Mr Bernard Wee is the Assistant Managing Director of the Finance, Risk and Currency Group, overseeing the accounting and budget, custody and settlement, investment and portfolio risk, enterprise risk, business continuity, and currency note and coin issuance and operations. 
Prior to this appointment, Mr Wee was Executive Director of the Prudential Policy Department, which sets regulatory policies for banks. Mr Wee joined MAS in 2004, and also served in international, monetary policy operations, fintech and financial market development.  He earned a Bachelor of the Arts and Master of Public Administration from Columbia University.
